Dr K.L. Dhingra


Dr. K.L. Dhingra has assumed office as the Director of PML SD Business School on Ist May, 2020.

He has over 39 years of experience in Academic Administration, Banking, Finance, and Management, out of which he has worked for more than 25 years in leadership roles of Executive Director/Director/Chief Executive Officer and Chairman and Managing Director.

Before joining PML SD Business School, Dr Dhingra has worked as Director of  National Institute of Bank Management (NIBM), Pune.  NIBM is an apex Institution promoted by Reserve Bank of India (RBI)   Dr. Dhingra has also been Member Secretary of the Governing Board of NIBM, headed by the Governor, RBI.   NIBM has a track record of 100% placement of all its 16 batches of PGDM.

He has also worked as Chairman and Managing Director of ITI Ltd., Bangalore and also as Chairman and Managing Director of Housing and Urban Development Corporation Ltd (HUDCO), New Delhi.  He has also been the Chief Executive Officer of National Culture Fund, Ministry of Culture, Government of India.  He has been elected as the  Vice Chairman of SCOPE (Standing Conference of Public Enterprises) – an apex organization for the public sector in India  for six years; and also has been the Chairman of its Finance Committee.  During his professional career, Dr Dhingra had been at the Board level position for over 17 years in Central PSUs/Central Financial Institution (HUDCO) and NIBM.

Dr Dhingra was associated as a financial expert, nominated by the Government of India, on ERSO Trust Fund of UN Habitat. In July 2015, he was shortlisted by the Commonwealth Parliamentary Association (CPA), as the India Region candidate for the recruitment to the post of Secretary General, CPA. He was one of the plenary speakers at the 101st International Labour Conference, organised by ILO in Geneva in 2012.  He participated in the Asia-Pacific Ministerial Conference for Housing and Urban Development (APMCHUD) at Iran, Jordan and India.   APMCHUD is a Forum of Housing and Urban Development Ministers of 52 countries.

Dr Dhingra has also participated and organised a ‘Seminar’ along with the Minister for Housing and Urban Poverty Alleviation, Government of India in World Urban Forum – 4 at Nanjing (China) showcasing India’s Housing and Urban Infrastructure and also availability of finance for this sector.  He was a Member Convenor of High Powered Committee to rejuvenate Housing and Urban Development Corporation Limited (HUDCO) constituted by Government of India. He was also part of high powered delegation of  the State of Haryana led by the Chief Minister of the State to Japan, Korea, Singapore and Hong Kong; and organised ‘Road Shows’ in these countries to highlight Haryana’s competitive edge to attract industrial investment to the State.  He was a Member of the Committee on ‘Start-Up Index’ set up by the Reserve Bank of India, and various other committees, including Committees on ‘Micro Finance’ and on Áffordable Housing’ constituted by the Government of India.

Dr Dhingra has completed his Ph.D. on the  topic of ‘Corporate Governance in Central Public Sector Enterprises in India: A Case Study of Selected CPSEs’.  He is an MBA from FMS, Delhi University, one of the top ten Business Schools of India.  His professional qualifications include M.Com., LL.B., CAIIB from India and ACIB from London Institute of Banking and Finance, UK.  He is a Fellow of the Indian Institute of Banking and Finance, Mumbai. He has also been conferred Fellowships by (1) London Institute of Banking & Finance (2) Chartered Bankers Institute, Scotland as well as (3) Financial Services Institute of Australasia (Finsia). Dr K L Dhingra is also a Distinguished Fellow of Institute of Directors, Delhi.  He is recipient of various awards/prizes including, Dr. C.D. Datey Prize, J. C. Das Prize, Bank of Baroda Shri N. M. Chokshi Memorial Prize and Khan Bahadur Shaikh Mohamedally Allabux Memorial Prize. He has also attended seminars/training programmes in India, Europe, Singapore, Australia, Korea, Sri Lanka and Sweden, organized by leading domestic and foreign institutions like MDI, ASCI, International Labour Organization (ILO), Korea Trade Investment Promotion Agency, National University of Singapore, Siemens AG and DEG, Germany.

Dr Dhingra has been recognised as ‘The First Couple conferred with a Doctorate Degree on the same Day’, by the India Book of Records, Asia Book of Records and also with World Book of Records for his Ph.D along with his spouse.
